The new Spanish Animals Rights Law came into force last Friday 29th September. It introduces new obligations for pet owners, including compulsory civil liability insurance for dogs and compulsory training for pet owners.
Compulsory insurance delayed for most dogs
There has been a lot of expectation about how these are going to work in practice, but so far, as the secondary legislation needed for their implementation hasn´t been approved by the Spanish Parliament yet, the enforcement of these obligations has been delayed. We shall keep you updated on the subject.
There is however a compulsory obligation to have a civil liability insurance of at least €120,000 for keeping a dog from a breed in the official dangerous dogs list and there were changes to the Criminal Code regarding criminal offences against animals, which came into force last April.
Changes to the Criminal code for animal abuse
Changes to the Criminal Code include offenses for abandoning and causing injuries to animals, not only pets, which carry fines and custody penalties, as well as works for the community and bans to keep animals.
